i made the graphic and style in illustrator. once i was happy with overall look, i exported a jpeg for it to be set up in cinema 4d as a background reference.
buildings were made using mainly cubes and shapes. i used just luminance texture to give the flat look. no lighting. the side face of the building has a slightly darker luminance texture. you can select specific faces using set selection. once all is built i placed them position. use 3d space to seperate different level fields.
animation is through position y, rotation 90° and scale from 50%. i applied this to all one building at a time. i rendered out each level one at time. eg. foreground buildings, background buildings.
in aftereffects, i animated roads(shape layer), cars and the bridge. cars were made in illustrator but imported and precomped. bridge lines are just strokes made from pen tool and keyframed.
